40-622(700X38C 28X15 8X11 2) - This is what I need. Would this "Kenda K193 Kwest 700c Tire - 700x38" will fit my needs?

Yes a 700x38 tire will replace a tire marked (40-622) 700x38.

Yes if you have a 700x38 tire, then the 700x35 choice will also fit your bike.

Kenda K-shield are puncture resistant. K-shield tires are not impervious to punctures, but the K-shield does a good job to help prevent common punctures from small debris.

I have a 700x38c will this tire fit

If your current tire is 700x38 you can run most any 700c tire that is wider than the width of your rim.  If your rim is 25mm wide, you could run a 700x28 tire.  If you want to go wider you can even use a 700x40 tire if your frame has the clearance for a 40mm tire. 

I have a specialized 700x42 Will the kenda 700 x 40 Work on this rim

In almost every case, a rim that can accept a 700x42 tire can accept a 700x40 tire. As long as the rim is less than 40mm wide you can run a 700x40 tire.

No I am sorry, we do not have access to Kwest tires in Gumwall.

I have giant 700x32 s-x3 tire. The rear is worn out . Can I replace the tie with the kenda

Are the 700x28 ok for gravel/dirt bike paths?

This is totally fine for dirt and gravel paths!  It can be a matter of personal preference as well, but I don't have any issues taking my 700x28 tires on a hard packed gravel road.  When riding on gravel or dirt, I would suggest riding at a lower PSI since this will provide more grip.  Of course, keep it within the PSI range as indicated on the side of the tire.
