Can you clip in on both sides of the pedal?
Yes the PM823 pedals has the SPD interface on both sides.

Can these pedals be used as flat pedals and as clipless? I am looking for a pedal I can ride clipless when I am out on the trail, but also ride as flats when I am out riding with my young sons. Please let me know, thanks!
Precisely. The large platform with traction spikes will allow you to ride with regular shoes or when sections of the trail are not conducive to clipped in riding.
The PM823 pedals would be a great choice to ride as flats when you are out riding with your young sons.
